Reducing square size

In squares at the border one might want to be more conservative than assuming that the mean Sa value applies to the whole square. One example is the square 170414 covered by Smolensk the winter 2008, where high Sa values were observed when entering the square and the vessel returned without encountreing zero vales, because of the anticipation of no capelin in the shallow water part of the square. The list areaSizeAdjustments holds the square code and the proportion of the square for which the mean Sa value is considered to apply.
